What does a 221(g) or 214(b) visa refusal mean?

A 214(b) refusal is final for that application but not permanent: you can apply again when something has changed. A 221(g) refusal means your case is still open: send what the letter lists, or wait while it's in administrative processing. A white or blue 221(g) slip has no published meaning by color. Pick what your letter says below to see what it means for you.

Practice your interview

Which section does your letter name?

The letter names a section of the Immigration and Nationality Act, such as 221(g).

What does CEAC show?(optional)

The status at ceac.state.gov for this application.

What color is your slip?(optional)

Nothing picked yet. If your letter names 221(g):

Your case is still open. Your letter says what comes next: either send what it lists, or wait while your case is in administrative processing.

Is it final? Not final. Your case is still open.

Why

  • The State Department says a 221(g) refusal means the officer didn't have all the information needed to conclude you're eligible for the visa.[1]
  • The State Department describes two kinds of 221(g). Either something is missing and you get a letter listing the documents, or your case needs administrative processing and you get a letter saying so.[1]

What to do next

  • Read the letter again for a list or a checked box. The US Mission in India calls it a handout with additional information or instructions.[4]
  • If it lists documents, send them. If it says administrative processing, the State Department says the embassy or consulate will contact you when it's done.[1]

Deadlines and waiting times

  • You have one year from the date of the refusal to send what was asked for. After that, the State Department says you must reapply and pay another application fee.[1]
  • No timeline is published for administrative processing. The State Department says it varies with each case.[2]

Your CEAC status

  • You can check your status at ceac.state.gov with your case number or barcode and the location where you interviewed, as the US Mission in India explains.[4]
  • For an open 221(g), expect Refused until the visa is printed, as the US Embassy in Oman explains.[3]

What each refusal means

214(b) refusal
Your visa was refused under 214(b). That decision is final for this application, but it isn't permanent. You can apply again when something has changed. There's no appeal, and the State Department says you should be able to show significant changes before you apply again. (travel.state.gov)
221(g) asking for documents
Your case is waiting on the documents or information your letter lists. It isn't a final no. Send what it asks for, within one year. After a year, the State Department says you must reapply and pay another fee. (travel.state.gov)
221(g) administrative processing
Your case is in administrative processing: it needs more review before the officer decides. It isn't a final no. The embassy will contact you when it's done. The State Department publishes no timeline and says it varies with each case. (travel.state.gov, travel.state.gov)
How it works
  1. Pick the section of law your letter names, and for a 221(g), what it asks for.
  2. Add your CEAC status and slip color if you have them. The answer updates as you choose.
  3. Each line of the answer names the State Department or US embassy page it comes from.

Frequently asked questions

Is a 221(g) a rejection?

Not a final one. The State Department says an officer can reconsider a 221(g) case once you send more information or administrative processing ends. A 214(b) is different: it's final for that application, though you can apply again. (travel.state.gov, travel.state.gov)

What does a 221(g) white slip or blue slip mean?

The State Department and the US embassy pages we checked don't give slips a meaning by color. What's written or checked on your slip tells you what to do next. (travel.state.gov, in.usembassy.gov)

Why does CEAC say Refused if my 221(g) case is still open?

An officer must either issue or refuse a visa and can't put it on hold, so an open case is recorded as a 221(g) refusal. The US Embassy in Oman says the status changes to Issued once the visa is printed. (fam.state.gov, om.usembassy.gov)

How long do I have to send documents after a 221(g)?

One year from the date of the refusal. After that, the State Department says you must reapply and pay another application fee. (travel.state.gov)

How long should I wait before asking about administrative processing?

The State Department says to wait at least 180 days from your interview or from when you sent extra documents, whichever is later, except for emergency travel. (travel.state.gov)
